LEIGH ENVIRONMENTAL has conducted multiple Phase I and II Environmental Assessments throughout Missouri, Illinois, Arkansas, Minnesota, Ohio, Oklahoma, Kansas and specifically Springfield, Missouri.  By adhering to EPA’s “All Appropriate Inquiry” and ASTM E 1527-00 standards, LEL’s assessments are compliant with EPA’s Brownfields program.  The following are projects which demonstrate LEL’s experience:

CommerciaL pROPERTY eNVIRONMENTAL aSSESSMENT:

EIGHTEEN COMMERCIAL PROPERTIES
Southern Missouri and Eastern Kansas

LEL was contracted to conduct eighteen Phase I EAs across southern Missouri and eastern Kansas with a two week turn-around.  The grocery chain properties were located in cities and towns including Webb City, Springfield, Aurora, Cassville, Seymour, Marshfield, Houston, Owensville, West Plains, New Madrid, and Pittsburg, Kansas.  Environmental issues identified included petroleum underground storage tanks (USTs), leaking electrical transformers with no PCB testing records, and asbestos containing materials (ACM).  Out of the eighteen Phase I EA’s, six of the properties required Phase II Subsurface Assessments.  Petroleum contamination was discovered at two of the six properties.

ABANDONED FORMER COMMERCIAL PROPERTY
Springfield, MO

LEL was contracted to conduct a Phase I EAs at a former commercial property along old Route 66, Springfield, Missouri. The assessment revealed the property was formerly utilized as a truck stop, service station and truck repair facility with several large petroleum aboveground storage tanks (ASTs). A Phase II Subsurface Investigation and subsequent Site Characterization revealed soil and groundwater contamination at several locations on the property. In November of 2000, LEL excavated and properly disposed of 2,206 tons of petroleum contaminated soil from the site. Approximately 85,000 gallons of contaminated groundwater was also removed and disposed during the excavation to assist in groundwater remediation. Two ten-inch diameter extraction wells were placed in the excavations to facilitate future groundwater remediation. LEL anticipates complete site groundwater cleanup within one year.

HISTORIC COMMERCIAL PROPERTIES
Bolivar, Stockton and Buffalo, Missouri

LEL was contracted to conduct three Phase I EAs at historic commercial properties in Bolivar, Stockton and Buffalo, Missouri. Two of the assessments revealed the properties required no further action.

The assessment of one of the properties revealed at least two out-of-service USTs on the subject site. LEL subsequently commenced with the removal of the USTs.

During excavation of the two USTs, a third UST was discovered. All USTs were removed in a timely manner and the site received UST Closure from the Missouri Department of Natural Resources.

LEIGH ENVIRONMENTAL, LLC. (LEL) is currently the consulting firm on over twenty active petroleum contaminated groundwater sites.

Most of these site cleanups are currently funded by the Missouri Petroleum Storage Tank Insurance Fund.

We have received “no further action” from MDNR at numerous other sites not listed.
